DOG LICENSING All dogs 4 months of age or older must be licensed as required by New York State Law. Dog licenses can be purchased at: Town of Glenville Clerk’s
Office Proof of current rabies vaccination is required for all dog licenses. A certificate of proof is required if the dog is spayed or neutered. Spayed and neutered dogs: $12.50 (includes $10.00
local fee) At the time of purchase, the dog owner will receive a Department of Agriculture and Markets identification tag. This tag shall be affixed to the dogs collar at all times. Having the tag affixed to the dog’s collar is very important. The tag’s 7-digit number identifies the dog and its owner. The Town of Glenville Public Safety Dispatchers (518-384-2244) have 24 hour a day access to these dog license numbers. If a dog is found that bares an identification number issued by the clerk’s office, information about the dog and its owner is obtained and the owner can be notified that the dog was found and both can be reunited. ARTICLE 7 OF THE AGRICULTURE AND MARKETS LAW Section 106. Purpose: The purpose of this article is to provide for the licensing and identification of dogs, the control and protection of the dog population and the protection of persons, property, domestic animals and deer from dog attack and damage. PENALTIES FOR OFFENSES Violations are prosecuted pursuant to the penal law and shall be punishable by a fine of not more than twenty-five dollars ($25.00), except that where the person was found to have violated this section or former article seven of this chapter within the preceding five years the fine may not be more that fifty dollars ($50.00). Where the person was found to have committed two or more such violations within the preceding five years, it shall be punishable by a fine of not more than one hundred dollars ($100.00) or imprisonment for not more than fifteen days, or both. CHAPTER 104 - ARTICLE I - CONTROL OF DOGS Purpose: The purpose of this article is to provide for the prohibition of certain acts of dogs and the protection of persons and property from dogs. VIOLATIONS Section 104-1 Certain acts prohibited: It shall be unlawful for any owner of or any person harboring any dog within the boundaries of the Village of Scotia to permit or allow such dog to:
Section 104-2 Female dogs in heat: It shall be unlawful for the owner or person harboring any female dog to permit such dog to run at large when in heat and such dog shall be confined to the premises of such person during such period. Section 104-7. Collins Park: All dogs and pets must be confined to the immediate area of the owner and restrained by a leash or similar restraint, in such a manner as to not disturb or endanger other park users. Section 104-7.1 Removal of feces: No person owning, harboring or having possession or control of a dog shall cause or allow such dog to deposit feces on any public or private property, except on property with the permission of the property owner, without immediately removing all feces deposited by such dog and disposing of it in a sanitary manner. This provision shall not be applicable to a blind person while such person is using a "seeing eye" dog licensed as such pursuant to section 109 of the Agriculture and Markets Law. PENALTIES FOR OFFENSES Section 104-5 Any person, firm or corporation violating any provision of this article shall, upon conviction thereof, be punishable by a fine of not more that two hundred fifty dollars ($250) or imprisonment for a term not exceeding fifteen (15) days, or both. SHELTER SERVICES The Town of Glenville provides the Village of Scotia with shelter services. There is a current contract with the Montgomery County Society for the Prevention of Cruelty to Animals (S.P.C.A.) to house stray dogs that are seized in the Village of Scotia. The shelter is located 7 miles west of Rt.103 (lock-9 bridge) on Rt. 5S in Amsterdam. Phone 842-8050 for information about its hours of operation, redemption and adoption procedures.
